The "Warnock" family is in the Dragon business and has been breeding and training dragons for generations as long as anyone can remember and because of this are well connected. His family is shady at best, as most know of their almost religious belief that only pure-bloods are worthy (and there are rumours they have chosen within the family instead of out if no pure-bloods worthy of their name was available). So far there is no one who has truly managed to pin anything on the family in politics and people who have tried to go after them are known for going gone missing or have suddenly found themselves rather rich (and silent). The Norwegian Ministry of Magic clearly favours the family and the laws in the country reflect that.
After Jamie attended Hogwarts (Slytherin), he moved to Woodcroft with his brother (Phillip Victor). They both got away when the city burned and Jamie has never looked back or even mentioned the place since it fell. Moving back home to Norway, Jamie worked under his father for many years (learning the trade). About 2 years ago Jamie started working more independently again and now works out of the offices the family have in Diagon Alley and therefor lives both in Norway and in England, depending on where he needs to be. Almost one year ago, Jamie married Catarina from the Rosenberg family (Swedish, pure-blood family).
