The "Warnock" family is in the Dragon business and has been breeding and training dragons for generations as long as anyone can remember and because of this are well connected. His family is shady at best, as most know of their almost religious belief that only pure-bloods are worthy (and there are rumours they have chosen within the family instead of out if no pure-bloods worthy of their name was available). So far there is no one who has truly managed to pin anything on the family in politics and people who have tried to go after them are known for going gone missing or have suddenly found themselves rather rich (and silent). The Norwegian Ministry of Magic clearly favours the family and the laws in the country reflect that.
Phillip attended Hogwarts (Slytherin, after wishing for it, most likely not the house he would have been placed in if not). After he graduated, Phillip moved with Jamie to Woodcroft. Phillip got injured during the fights over the city and Jamie pulled him out in time, but it took a tole on Phillip's mind who spent almost a year recovering. After Phillip did, he stayed in Norway and worked in the mountains and the deep halls as a caretaker for the dragons his family were breeding. Phillip spends most of his time working, not feeling like he fits in anywhere with anyone. After Jamie married Catarina, Phillip pulled further away.
